At least at the Bartle reservation, we did some simple step-by-step craft work with some basic supplies we were given...I specifically remember using gorilla glue of some sort to glue two of the plastic claws together around the center wire piece that a lanyard fits through, all under supervision and step-by-step guidance from a Shaman or Keeper of the Sacred Bundle or tribal council member or someone. I'm sharing this because although non-tribesmen viewing the process was in practice seemingly discouraged and maybe have even been "behind" white rocks, it is not in principle a tribal secret, and we did the work out in the open at one of the lodges, outdoors, at Lone Star. No big deal.

Camp a total of at least 20 days and 20 nights. Sleep each night under the sky or in a tent you have pitched. The 20 days and 20 nights must be at a designated Scouting activity or event. You may use a week of long-term camp toward this requirement.
Check with your counselor on their interpretation of "aweek", but it certainly implies one.
Read the language in the contract. If they provide for partial benefits they will be stated there. If it is not specifically stated then no, they will not do that. The payment for the loss of 4 fingers IS a partial settlement. Full payment is the amount you would get for total disability or death. I suspect the policy may be written in such a way that the loss of three more fingers in a separate accident could still result in no payment since neither incident resulted in a covered loss. Unless it's clearly spelled out there's different ways the contract could be interpreted. Does it mean it will cover up to 4 fingers? Does it mean that there must be a loss of 4 fingers minimum before they pay for it? Does it have to be specifically 4 fingers or else they won't even pay for 4 of them? Get a good lawyer and argue that the interpretation that it covers up to 4 fingers is the correct interpretation.
Why tenderfoot second class and first class rank do not require any merit badge?
Scout, Tenderfoot, Second Class and First Class ranks are designed for young men to learn the basics to take them through the program and live up to the goals and ideals of scouting. Much like a sponge, in these early ranks you suck up all the information, so as you go to higher ranks you can turn from taking in, to giving back. This is why the other ranks require service, and leadership. Merit badges are designed to expand that base of knowledge, and while they can be earned at any rank, are then applied when you reach Star and above.
