The answer to this is has become complicated recently. Generally, no, boys are not allowed to join Girl Scouts until they are at least 18 years old and join as an adult.

When and why was the scout asssociation created?

I'm assuming you mean BSA (Boy Scouts of America)? If so, it was founded in 1910 to serve the purpose of teaching boys and teenagers useful life and outdoor skills, as well as act as a social activity that would build lasting memories.

What is the required amount of attendance to become an eagle scout?

To join as a scout you must be 11 or have completed the 5th grade.

To be a first class scout required 10 "troop activities", 3 of which must involve over-night camping. Assuming that a fairly active troop will go on 1-2 outings per month this will take 5-10 months to accomplish (more likely about a year - especially after you figure in the time to pass the board of review).

Star scout requires 4 months as a 1st Class scout.

Life scout requires 6 months as a Star scout.

Eagle requires 6 months as a Life scout.

This comes to 16 months plus the time to make 1 st class plus the time for all of those boards of review so there is no single concrete minimum. Doing it in 2 years is not possible in most troops/ councils. 3 years is probably about as fast as Eagle can be realistically earned.

Do Boy Scouts Exercise?

Scouts frequently do activities that are physical such as hike, canoe, ride bikes, swim, rick climb etc.

To reach Eagle they are required to earn the Personal fitness merit badge, which requires exercise.
