You must get permission from the board before you begin, then all you have to do is complete a project with the help of other Scouts to help the community. I.e. re-doing a sign, cleaning elderly people's yards, etc.

If you are referring to the order in which they should be placed on the merit badge sash, the answer, is no, there is no official order. Some scouts place all of the Eagle-required badges on the inside column, so they are closer to the heart. Others place them in the order in which they were earned. I don't believe there is any "correct" way to do it.
Where do you place the buffalo patch on Boy Scout shirt?
If it is the 2 inch round patrol emblem (i.e. if they are the buffalo patrol) then it goes on the shoulder just below and touching the American Flag.
I am not familiar with any other "Buffalo patch" that belongs on the scout uniform unless it is a"temporary patch" from a camp or othe revent that is hung or sewn to the right chest pocket.

When did pinewood derbies become popular in scouting?
Don Murphy, at the time Cub Master of Pack 280C in Manhattan Beach Ca, invented the pinewood derby as a way "to devise a wholesome, constructive activity that would foster a closer father-son relationship and promote craftsmanship and good sportsmanship through competition."
He coined the term pinewood derby and invented the kit featuring a carve-able soft pine block, some nails and some wheels in a brown paper bag. He convinced his employer, North American Aviation, to sponsor the event (they paid for the kits) and some fathers in his pack built the original two lane 31 foot track complete with an electric finish line to identify the winner.
The first derby was held in 1953 and became an almost instant success with it being copied by the Los Angeles County Dept. of Recreation later that year. The national organization featured "the derby" in the October 1954 issue of Boy's Life and requested that Murphy make "his materials" available for it.
The derbies have changed surprisingly little in the 60 years since inception and are still regarded as one of Cub Scouting's most popular and iconic events. It is estimated that over 43 million scouts have participated in pinewood derbies.

There are various positions within Cub Scouting, but I'll assume you mean Cubmaster, who serves as the leader of the Pack. The Cubmaster works along side the Commitee Chair to organize, plan, and execute all the functions of the Pack. This include Pack Meetings, campouts, day activities, etc. He (or she in many cases) also works with his Den Leaders, who are essentially his liutenents in the Pack. His other responsibilties include attending District Roundtable meetings, MCing Pack meetings, setting an example for the Scouts, and living the Cub Scout Law and Oath in his daily life.
