Wesley Wyndham-Pryce and Angel himself had terrific character arcs. There's also Doyle, who sacrificed himself for the greater good. People tend to enjoy Fred Burkle, who had much more subtle character development, and Lorne quite a bit, too. Cordelia Chase is generally liked more during the first two seasons for her sassy attitude.
Joss Whedon gave her the name Buffy because it sounded ridiculous, and he wanted a name that people wouldn't take seriously. In other words, a name she would have to fight for, for people to respect her. There weren't any other ulterior motives.
