Much like with anything there are good points as well as bad points. With Cancer (a water sign) and Virgo ( an earth sign) we find mostly a positive match. They are both negative polarity and feminine. I think the best match for a cancer would be a virgo. They are both very organic in nature and have the best personality traits. Virgo is an Earth sign, Cancer is of Water. Both are easy to get along with and are not controlling in a relationship. Virgo can be a bit more submissive than Cancer would like, so watch out for that. They are both not prone to irrational anger and do not like to go to bed angry. They are both romantics and love the outdoors. Aquarius - Cancer relationships tend to be turbulent.

From my experience as a Cancer I'd say the list looks a bit like this:

Aries: NOT COMPATIBLE AT ALL

Taurus: Very compatible, they share our homebody qualities and passions.

Gemini: It's possible, but they are much too chatty and independent. They can hurt us without even realizing it.

Cancer: It can be heaven or hell. It may be compatible or we might not be different enough for there to be balance and compatibility.

Leo: A very good match, they share our desires and allows us to come out of our crabby shell sometimes.

Libra: No match, they are indecisive and give us no security.

It depends on the people, but in my theory (being a Scorpio myself), yes. It's one of the greatest unions in the zodiac. Scorpio loves to feel appreciated for doing things for people, and who better to appreciate a person than a Cancer? So with Cancer's motherly tendencies around the home and around people helps Scorpio feel like home is safe. It truly does depend honestly. Though everyone in astrology always says this is one the best matches because of their complimentary characteristics, this can actually be a volatile relationship. There are other better suited matches for sensitive cancer, I believe. Yes, it is true that both are 'sensitive' signs, the type of sensitive is completely different. A Scorpio temperament and a Cancer temperament, are completely different. And I don't know why astrologers don't address this. The compatability is based off of the assumption that the Cancer will "submit" and be "nurturing" to Scorpio while the Scorpio will be dominating, and take care of home. Further more, this notion of "Scorpio" strength is actually a really, really bad trait. We are human, just like anyone else. Get afraid, just like anyone else. And oftentimes, can be very insecure in ourselves. This is the truth. Not just of us, but of all humans.

Astrology is not a straight shot. Each sign, based on the chart of the individual, is working towards a certain evolutionary goal. I personally don't think this is a match made in heaven.
