this could be a sign of fungus or shell rot starting , to be sure find a vet that specializes in reptiles, most vets don't know much about this. also antibiotics can be prescribed. i work at a large pet store and have one with shell rot it is a long procedure to get them healthy. I am going on 7 months and and finally seeing his shell looking better.

This is something that needs pictures and more information. Do you have a basking spot for your turtle? Why species of turtle is it? How much water does it live in? Does your water have a lot chlorine? How old is it? Is it an albino turtle? Is your turtle wheezing or have mucus coming out of its eyes or nose?

Your turtle's skin is dry. Like it feels like bugs are crawling on their skin. It is similar to when your skin is dry you need to moisturize your skin they need to too. Just give him/her more water! I hope this helped you!
