If your baby fails a drug test, aka toxicollogy screen, it is usually required of the health care provider that they contact the local authorities. I'm not sure of the order, but, it usually is followed by the parent(s) being detained, questioned, drug tested and to sum up the rest, social services are almost definitely to take the child into their custody pending any investigation.
