Florida Child Support
Under the present statute child support generally ends at 18 but continues after 18 if there was an independent agreement between the other parent that you would continue to pay for certain expenses (i.e. college expenses or pay until a different age); if the child remains dependent on her parents because of some disability; or if the child is still in high school with expectation of graduating before age 19. The old statute requires a court order modifying or terminating the child support order.
*A new law that modifies when child support will end is set to take effect on October 1, 2010. The new statute provides that all child support orders entered after October 1st must provide a date at which the order must be terminated or modified.

Should you marry a man who owes back child support?
That question is a matter of opinion and can be put up for discussion, however if i was a woman in that situation, of course i would not based on the fact that the man has already proven to be irresponsible. Can the woman be sure he won't do this to her children in the future?
I'm assuming from your question that the stepfather received custody of the children. I would be curious in what state this is in to add to my resource references. I know it can be done in Pennsylvania.
As for the child support, a sole custodial father, or stepfather in his case, can still be ordered to pay child support. Though never done in mother custody cases, a father who makes more money than her can be ordered to still pay her. If this is the case, he might consider examining the judge's history in rulings in these cases. If he can gather sufficient evidence of bias ruling, that is grounds for appeal, and possible dismissal of the judge. Family court rulings is public information.
First off, a father does not have the right to give up parental rights without the permission of the courts, and the mother, provided that the mother is not now, nor will later, have the children on AFDC. Welfare has the power to override, retroactively.
If the court approves the removal of your parental rights, than you're not responsible financially. Morally it a separate issue. You need to read this book:

DO NOT take covert pictures or tape conversations of unless you have obtained legal advice before taking the action. Such actions can be illegal under the laws of the state in which they are done (taping phone conversations is also controlled by federal law).
Keeping record of incidents can be helpful if they can be attested to by a third party. "Third party" does not mean the children, judges do not look favorably on any parent who involves their child unless there is absolutely no other choice.
DO NOT call the police unless you have valid proof that the children or other persons are in immediate danger.
Retain an attorney give him or her all pertinent information and let that person handle the situation. DO NOT attempt to handle the situation on your own or with the help of individuals who are not trained in such matters.
If obtaining legal representation is not an option contact the state's division of child protective services or the state's department of family and children (DFS) services for assistance

Why do people have kids but leave them behind and dont take care of them?
Because people have sex without thinking of the consequences of impregnating or getting pregnant. I think single woman have to be more responsible and more careful when it comes to having sex. Everything that happen after that moment lie in their hands. They have the power to change lives. However if two people in a committed relationship decide or accidentally bare a child, the party who later on leaves the child behind and not take care of them is simply a coward and selfish being. That's my opinion anyway.
