If the child legally resides in the USA, if the state where they reside allows for voluntary TPR (termination of parental rights) they may petition the court for the same. In some states, only the state may initiate a motion for TPR and only under dire and emergency circumstances. In other states, a voluntary TPR may only be initiated if the child is being adopted.
And in no instance does TPR terminate the obligation to pay child support unless and until the child is legally adopted.
