The Yellow River is, in English, usually referred to as "The Yellow River." Huang He / Hwang Ho which translates to its Chinese name 黃河 meaning "Queen river" has also been called "the cradle of Chinese Civilization" because the area it flows through was the most prosperous in early Chinese history. Frequent flooding has also earned it the nickname "Chinas Sorrow"
It gets its name from a phenomena which stirs up a yellowish murky hue in its waters at certain parts of its course. Because of this sometimes it is also referred to as "the muddy flow" and the Chinese phrase "when the Yellow River flows clear" is used similar to our "when pigs fly" phrase.

Because Britain had a 99 year lease on the New Territories of Hong Kong, and this was due to be returned to the Chinese by 1997. "R" is the signature of the maker. The "925" reflects the amount of silver it contains. Silver is a precious metal that is usually mixed with copper, for example. The silver is .925 in amount + .075 whatever the other metal is, like copper.
Anything with .925 parts silver & above is considered "sterling" silver.
There are European silver items that are marked "800". That just means that there is more of the other metal mixed in, "200". This is not sterling.

How can the Chinese ship things for so cheap?
Good question. We live in an increasingly connected world.
eBAY fully supports sellers from China & Hong Kong.
In 2010 transactions from China mainland + HK amounted to $4billion USD.
That kind of volume gives eBAY and their China based sellers leverage.
It allows eBAY to cut deals with the U.S. Postal Service and China Post (China equivalent of the USPS) to allow qualified sellers to offer free shipping from mainland China.
Hope this helps.
+++
That does not really answer the question; and it's not really anything to do with e-Bay. The Chinese can undercut nearly everyone else because they have built a strong mass-manufacturing economy with wage levels adequate (but hardly generous) for themselves, but very low compared to Western levels. Consequently their products are comparatively far cheaper in the West, than if made in those Western nations. Companies like e-Bay are merely capitalising on the situation.
