Smoking anything is harmful, but in Black & Milds the cancer paper aka nicotine strip is a second layer of paper which wraps the tobacco. It's a second layer under the actual paper. The cancer paper is intended to make for a slower burn to make the cigarillo last longer, but without it there is no difference in burning. The paper is harmful because it contains lots of nicotine and toxins that can cause cancer. So it is better to champ the Black if you don't mind. Also, if you are deciding if it's better for you to freak it, take into consideration how you smoke your Black as in if you inhale / or just puff. Puffing is a lot safer because the smoke just swirls in your mouth instead of inhaling when the smoke sits in your lungs & gets in your bloodstream. So if you puff you're a lot better off on terms of harmful effects. To freak the Black simply rip the plastic wrap by the tip, roll the cigarillo up & down both of your hands to loosen the tabacco, & pull the Black out of the wrap by the tip allowing the tobacco to sit in the wrap. At the end of the Black, pinch it closed to make it flat & then roll it slowly. You will see a thin second layer of paper (in this case the cancer paper). Pinch it out & toss it. Now all you have to do is take the plastic wrap & dump some of the tobacco in, then slip the wrap over the cigarilo and let the tobacco slide in as you tap the plastic tip on a table to pack it in. Make sure to pinch the end so the tobacco doesn't fall out. Lastly, remove the plastic tip by slowly twisting it & pulling it off, & blow thru it to get any bits of tobacco out. Put it back on & light up!

A relit cigar from earlier tastes terrible, like an ash tray. I wouldn't do it. And for goodness' sakes, don't put a previously lit cigar anywhere near your other cigars as the stink will get on them.
There is a five minute rule. I have relit some a little longer that were still smokable.

That might be a question you have to ask your carrier. If you are transporting in a tightly sealed container (humidor) you might consider surrounding it in clothes in your suitcase to protect them from temperature variations. Another option is to purchase them from a local cigar shop when you arrive. That way you will be assured they are in prime smoking condition.
