Many years no water reaches as far as Mexico, due to excessive amounts being used for irrigation. This became especially troublesome early in the 20th century...an irrigation canal was being built but got away from the engineers, and the flow of the Colorado river went into it. This resulted in the formation of the Salton Sea, in the desert east of San Diego. The Salton Sea did not exist prior to this ecological disaster.

In fact several treaties between the United States and Mexico have been signed to insure that the waters of the Colorado can be accessed by both nations. In general terms, these treaties state that the US will send less water to Mexico during a drought, while Mexico will be able to "store" water north of the border during wet years.

The Colorado River flows fast because it flows down hill in the grand canyon and picks up speed.

Every drop of it is used and reused in a multitude of ways. by treaty Mexico is supposed to receive 1,500,000 acre feet of water per year. It rarely gets its full allotment. The Department of the Interior is scheduled to revisit the problem in 2016 and any decision they make is bound to be challenged in both International Courts and in the Supreme Court.

When the current allotment was decided in 1922 few would have believed that the population of southern California would shift so dramatically. Arizona and Colorado alone were unhappy with the compact, but at the time, Colorado had water to waste, and yielded. Of all the States, Nevada was the least favored, but had little political power. (It has only a two percent stake in the water of the Colorado River compared to the 29.35 share that was allotted to California.)

The serious problem involves the fact that the 1922 data may have overestimated the flow of the Colorado River System by as much as 20 to 30 percent.
