Yes, and no. For the average computer user, yes, it does.
The way it really works is that the file still takes up space after you permanently delete it from your recycling bin. Once your computer needs that space, it writes over the deleted file, and then it's gone forever.
But if you wanted to recover those "permanently gone" files, there are programs that will search for those files, and I've actually recovered a few deleted files myself.

The CPU and the RAM are "computer chips," and replacing them is fairly simple. However, you would not be able to replace the chipset chips, and even if you could get them off without damaging the motherboard, finding replacements might be a bit difficult, and installing the new ones would be impossible for the average home hobbyist.

Static electricity can damage electronics circuitry. Electrostatic discharge (ESD) safety is something that electronics firms spend millions of dollars on every year. If the IT person is tracking down a bug or reviewing protocols or assisting with training of staff, static electricity is not an issue. But if the IT professional has to open up a machine to replace a card or upgrade memory (to name two evolutions s/he might perform), this individual will want to take precautions. S/he will be wearing the proper static mitigation equipment that might include a wrist strap and possibly heel straps. ESD mats on a work table and on the floor may also be used as well as air ionization equipment. ESD "accidents" cause huge monetary loses to industry each year. And industry spends a great deal of money to train and equip team members in an attempt to cut off the loses.
