A chapter is like a "scene" in a film. If it's too short it doesn't get to say anything. If it's too long it drags out. I would say that ten pages is an average length, while five would be quite short and 20 very long. Most books have about 450 words to a page, so 4,500 words would be a guide. Some chapters might seem like one extended scene (eg: a battle, followed by an escape, followed by characters planning their next move). In this case the chapter might be more like 10,000 words. There's no reason not to have some chapters short and others longer.
