Why aren't officers indicted for their crimes?
Some are, but indictment is uncommon.
In the US, a culture of "cops and perps" has been allowed to develop and grow. This Us or Them paradigm has been examined in depth by psychologist and Stanford University professor Phillip Zimbardo since his groundbreaking failure entitled The Stanford Prison Experiment. Zimbardo identified accurately that cops, in this case simulated prison guards, are inclined to protect their peers while torturing their charges. This "covering" behavior often extends to rationalizations of illegal behavior. The rationalizations are generally why law enforcement officers are not often indicted for criminal acts. At least one reason.

Unless you're an law enforcement officer, you can't obtain a standard Search Warrant (if you are, your Sergeant can help with this). You have the chance to obtain an Ex Partite warrant, but it's unlikley without at least the tacit cooperation of law enforcement. An affadavit won't help as you can't execute due process without being an officer of the law or a duly deputized agent.

Who commits the most crimes in Texas?
That's an easy one. Criminals.
Jokes aside. . .By race it is African Americans. They make up 41% of prison inmates (the largest group) and only 12% of the population (2002 figures).Correction: This statistic could mean that Africa Americans are more likely to be caught for a crime, or more likely to be convicted, or more likely to be sentenced to prison, or more likely to be given a long sentence. It does not necessarily mean they commit more crimes. Many serious crimes committed by other people in society are unprosecuted, or do not lead to custodial sentences.

There are several reasons why police records should remain confidential. The first one; the release of sensitive information related to a crime or criminal act can serve to compromise an ongoing criminal investigation. Another reason police records should remain confidential is when they apply to juvenile proceedings. Reasoning behind this is that the release of information related to juveniles such as their names, crimes and/or victimization may lead to the stigmatization of the juvenile in question thereby preventing or inhibiting their rehabilitation and/or recovery.
A further reason behind the confidentiality of police records (though a rare one) is the compromising of a criminal case due to contamination of the jurors. Lastly, police reports may contain information related to a witness and possibly the informants involved in the case and the release of such information can compromise their safety particularly in circumstances surrounding police informants.

Looking historically as well as across cultures, the argument can be made that crime is relative.

-cross-cultural examples of the relativism would include polygamy, drug use, prostitution (all legal to varying degrees in some cultures and areas of the world but not in others)
