It is because during the cold war Cuba was and still is a communist country. In 1968 cuba threatened the united states with nuclear weapons. so we surrounded Cuba with battle ships, we made sure nothing came in or out. the USSR didn't like this so they sent in there navy and threatened us with war if we don't stop the blockade.

When the missiles went in the US responded and boycotted Cuba when the Russians refused to remove them. Today the Russians still have a lot of influence with Castro and his brother.
