Bullying can be caused by many things. Here are some examples: Insecurity, Sadness, Madness, Rudeness, or they have been bullying and take their feelings on others.

its hard to to enforce these law because:

1) hard to quantify what is bullying and what isn't, as bullying can take all different forms, especially on the internet.

1.2) it is hard to tell when people are playing around, and when people are not.

It would depend on the circumstances but the only thing you can to is to apologize for whatever it is that is going on as well as tell them how you feel, that you would like to get by this and be friends again and then give them some time and space this way they will have time to think about things.
