hmmm..... well im not an expert, but i do have my opinion on what i would do. i would probably tell him how i felt. maybe he just isn't ready yet, and if he isn't, you should respect that. but if he is just shy or confused, maybe you are sending him mixed singles. try to be more clear with what you want. maybe he just doesn't know what to do or is afraid to commit. if those things don't work, then maybe just start small, like holding his hand, touching his arm when you laugh, bumping his knee. hopefully he will warm and become more confident and then he'll be ready to kiss.
