If however, just like everywhere else, there is a sort of mess, and people are dying all over the place from something like a really heavy duty plague or major catastrophe or something which makes matters not really clear: it'll be like the fog of war.... All bets are off and the rest of us outside of the Beltway will be working for water, food and not dying from the latest germ from somewhere, or home-grown... then, the Constitution will still be the final statement. The only problem is that nobody will be listening... The order of succession is constitutionally clear, so long as there is no really big problem and people die in an orderly fashion. The 25th Amendment to the Constitution is the major formal statement, along with the Presidential Succession Act of 1947.
