When a dog licks another dogs' urine they're using an organ in the roof of their mouth which humans, thankfully, don't possess. This organ does something which is rather strange, the nearest thing I can get in a description is that it allows them to taste scent.. which allows dogs to analyze scent in a way which we cannot even begin to imagine.
We currently have 2 German Shepherds, one of which is a 14-year old male and the other a 6-year old female. We've previously had 2 female Shepherds as well. Only the male Shepherd has licked urine, and not his own, but it's a "habit" he first started ~4 years ago. While most humans view this as "disgusting" behavior, urine itself is sterile and therefore not harmful to the dog.

This goes back to natural instincts as dogs in a pack would look after each other and as they cannot communicate verbally they pick up on each others emotions. A few repeats of this and you shouldn't need the toy or treat to coax your dog into barking any longer.
