Following the death of Franklin D. Roosevelt, Harry S. Truman became president. Unlike Roosevelt, whose son was a serving Marine Corps officer, Truman continued to chafe from the laurels paid to the Marines since the days of World War I and throughout World War II in the Pacific. Part of Truman's animosity also originated from an incident involving the Major General R. C. Smith, Army commander of the 27th Infantry Division, (New York National Guard) who was relieved of his duty in combat by Lieutenant General H. M. Smith, his superior commander, a Marine. The truth of the matter was that the 27th Infantry Division was comprised of officers and men that simply did not want to fight. Their refusal to advance left the flanks of the advancing Marines dangerously exposed during the Battle of Saipan.
The Army reacted to this incident by claiming that General H. M. Smith (Marine) had no authority to relieve an Army division commander. As an aside, General Simon B. Buckner, commanding the X Army during the battle for Okinawa also relieved the 27th Infantry Division because they refused to advance on the enemy Japanese.
President Truman, who served as a National Guard captain in World War I (as a canteen officer), and others, such as George C. Marshal, and Dwight D. Eisenhower, believed that in a post-war period, the United States should not have to maintain the Marines, arguing that the Army already performed the same functions as Marines. This was not altogether true, of course, but Truman developed the notion that the entire Department of Defense organization should be organized under a single Chief of Staff. He referred to this reorganization as "military unification."
