No, a warrant issued by one jurisdiction in Georgia can be served anywhere in the state. BTW: Extradition only applies to out-of-state removals.
Answer
Warrants rarely go away. If you don't know why the law is looking for you go to a pay phone, call them and ask. If you don't ask how do you expect to be able to defend yourself should they catch up with you? When computer systems change, a law enforcement agency CAN lose your warrant. I had the 15th largest city in America lose police reports while re-structuring their files. When and if you call, make sure you have a "Warrant" and not a "Wanted" which most people confuse the two. A warrant means that some law enforcement agency believes that you committed a crime, whereas a wanted mean that some law enforcement agency believes that you have information that will assist them in solving a crime; even if that info makes you a suspect, which of course, you will be held or eventually have a warrant. A wanted will disappear once a case is closed or the police has made contact with you.
Also, you should know that you will NEVER be expedited, that is, brought by authorities to anther state for a misdemeanor. The process is to much trouble if you don't agree to waiving your rights under "Habeas Corpus."

What if a state has a warrant knows where you are and refuses to extradite?
The warrant is basically null unless they change their mind about extradition or you get caught in their state, or one they will extradite from.

To 'Waive Extradition' means that he voluntarily agrees to return to Texas. Refusing to sign the waiver means he will remain in custody in La awaiting an extradition hearing in front of a La judge who will decide if Texas actually has sufficient grounds to extradite him back to Tx. He's probably only prolonging his jail stay in La. If Tx has sufficient grounds to want him extradited, and they present those grounds to the La court, the odds are that he WILL be extradited back to Texas anyway.

Does TN have bench warrant reciprocity with PA?
There is no "reciprocity" other than extradition between TN and PA or any other states. If there is an arrest warrant in State X and the person wanted is in State Y, X has to ask Y to allow them to come in to Y to retrieve the prisoner. This request will not be made unless the authorities in X are willing to spend the money to send officers to Y to escort the prisoner back to X. The process of bringing the prisoner from one state to the other is called "extradition."

Can a fugitive from justice be extrited back if they dont sign the extradition?
Absolutely, it just takes a little longer.... and the time you spend sitting in some other state's jail won't count as "good time" against your sentence either.
Probably. When you were jailed, the law automatically assumes that you will fight extradition and allows you that privilege, and the 'wanting' jurisdiction has to work on preparing legal arguments and proceedings to convince the holding jurisdiction that they have sufficient grounds to extradite you. . When you formally indicated that you would waive extradition, that introduced an entirely new scenario into the picture and the period began anew. Since you have now voluntarily 'waived' extradition your waiting period will probably not be much longer, trust me.
