The One Called Demetra was a user on fanfiction.net, yes. Her own stories were highly-praised, but if she read a story she didn't like, she flamed it. While a lot of people thought she was "saving the fandom," there were also several people who hated what she was doing, for somewhat obvious reasons.
She's old news, now, really. She quit; she even put it on her profile.

Is the fanfiction story 'Accident' by Clara Fonteyn any good?
I liked it a lot! It has an interesting, new plot and it's not over-fluffy but not under-fluffy either. Romance is just thrown in but a key point, and the action sequences are better than in the book. They are way more in detail, but not gory or disgusting. There are references to the books. Grammar and spelling are near flawless, and the characters are not OOC at all. Although there can be some improvements (more detail in some scenes, for example) overall, it's just the kind of fanfic I like to read.

No, you can't publish a book with someone else's characters unless you have their permission and their publisher's permission. That's called plagiarism.
Fan fiction skirts a thin line - most authors don't mind if you "play" with their characters and their world, so long as you're not actually publishing anything or making any money off their stuff. However, some authors actively pursue their copyrights to the letter, and sue anyone who tries to post fan fiction. Before you post anything at all, be sure the author you're about to "play" with isn't one of the latter.
The only way to legally write and publish a book is to have your own characters and your own world and your own ideas. If you really like your story, I suggest you change the characters and the universe until they're your own ideas instead of copying what the other author has done. Change everything so much that nobody can say "This is just like that other author's stuff" and then you can publish.
