And again on August 21, 1959 President Dwight Eisenhower signed an Executive Order specifying the arrangement of 50 stars (Hawaii statehood).

Some people are abusing what the word distress means, and flying the flag upside down saying the country is in distress.
However, the flag code specifically says "instances of extreme danger to life or property." Most instances where people are claiming distress are an extreme stretch to say the least.
There are some local regulations that are more strictly enforced than the federal code. This is where arrests are more likely to occur.
In August of 2016, a US Army veteran in Iowa was arrested for this very thing. He was flying an upside down flag to protest an oil pipeline going in near his water supply. He is facing 30 days in jail and a fine.
