John Hancock was the President of the Continental Congress at that time. The Flag Act of January 13, 1794 under then President George Washington specified 15 stars and 15 stripes. Then on April 4th 1818 The flag Act under then President James Monroe specified returning to 13 stripes and 20 stars, with a new star added on July 4th following the admission of each new state. On June 14th 1912 President William Taft signed an Executive Order specifying the exact proportions and sizes of the US flag, with the points of the 48 stars pointing upward in six rows of 8 stars each. On January 3rd 1959 President Dwight Eisenhower signed an Executive Order specifying the arrangement of 49 stars (Alaska statehood). And again on August 21, 1959 President Dwight Eisenhower signed an Executive Order specifying the arrangement of 50 stars (Hawaii statehood).

Can you be arrested for hanging the flag upsidedown?
Yes, it can happen (and has), but it is not likely. Under Chapter 1 of Title 4 of the United States Code, the flag cannot be flown upside, except when a person is in distress.
Some people are abusing what the word distress means, and flying the flag upside down saying the country is in distress.
However, the flag code specifically says "instances of extreme danger to life or property." Most instances where people are claiming distress are an extreme stretch to say the least.
There are some local regulations that are more strictly enforced than the federal code. This is where arrests are more likely to occur.
In August of 2016, a US Army veteran in Iowa was arrested for this very thing. He was flying an upside down flag to protest an oil pipeline going in near his water supply. He is facing 30 days in jail and a fine.
