As far as fixed wing airplanes it is possible to hear the communications from either the aircraft or the control tower or both depending on the distance from them to you. Other types of aircraft such as helicopters can be listened to as well if they have an open system and can be made easier to hear if they are using a repeater.

If you want to monitor them (and if it's legal for you to do so), you will need a radio scanner capable of following trunked systems and capable of reception in the 800-MHz public safety band. The system is a Motorola Type-II SmartNet. I don't know if the city is going to go digital (many scanners especially trunking scanners will do digital) or possibly APCO-25 (you need an expensive scanner to decode APCO-25).

The scope of the available functions on any given police scanner is totally dependent on what kind of scanner the individual is utilizing.
The basic feature is of course being able to turn the unit on and off as well as setting the volume. Most scanners will have the ability to hit a button and have the back light come on so that you can see the readout when it is dark.
A scanner has the ability to scan a number of frequencies as well as store frequencies in its memory. The number of frequencies is again dependent on what scanner one is using.
Scanners have a squelch ability that can be turned up or down which allows the listener to get rid of a hiss sound or static by adjusting the gain of the receiver. Basically it stops the output to the speaker when the signal is weaker than the noise it is receiving and allow the receiver to continue scanning frequencies or sit quietly on the set frequency.
The number of functions that any and all scanners could have are too many to list here from the different manufacturers and the various scanners that are and were in production.
Some newer digital scanners have the ability to receive APCO 25 codes and work with receiving various trunking systems. Some have the ability to hook up to a personal computer and even upload information to the unit which can save time by automatically programming frequencies into the banks of the unit for your area.
