Not totally, just because it is an internal combustion engine doesn't exactly mean that fossil fuels need to be burnt. The concept of the Internal Combustion engine is relatively reuseable, the major problem with it is its efficiency. As we all know a good petrol engine will probably get around 25 - 30% efficiency as in driving force. The rest is lost mostly to either friction or heat.
If these problems can be rectified the Internal Combustion engine could possibly run on fossil fuels for another century (Oil depending/Government b*llshit). Yet fuel cells and other means of power are being developed so this depends on the movement of technology.

This is a pretty generic question. Cam timing events play a major role in how well a cam actually performs. Headers vs. manifolds also make a big difference when you start making changes with the cam, as a bigger cam needs to breathe more. Without knowing these things, as well as carb/fuel injector size- a VERY rough guess would be anywhere between 400-475 ft/lbs and 325-400 horsepower. If you have all the matching components to this set-up, you could readily see 500/500..

It's not the amount of cylinders. Formula 1 cars have 8 and they rev to 10,000prms. It's about a shorter stroke and less reciprocating mass. Generally, engines in cars with 4 cylinders have a displacement under 3 liters. This means smaller pistons, rods, crankshaft and/or stroke.
