I know Indiana has a river running along its southern border (the bit between the sides that appear drawn by surveyors over relatively easy country). If that river were below sea level, there would be an estuary all the way from the Gulf of Mexico to that point.

So for Indiana to be below sea level, the Indiana sides of all bordering states would also have to be below sea level.

I don't know that some small part of Indiana isn't below sea level (bottoms of some mines or wells). so California has mountains, but it also has Death Valley, which is famously below sea level.
