I'm not sure about cheapest, but my Fujitsu Windows 8 laptop runs Spore on the highest graphics smoothly and without lag. However, to run it smoothly on any computer, you can try reducing graphic quality, playing in browser-mode(not in full screen), and close any other running programs. Hope this helps.

Well the good thing about getting 2 video cards and linking them is that if one card dies you still have another to use until you can buy a new one. Also you can buy 2 less expensive cards and combine them into a card with like 1-2GB of ram. On the other hand I have heard from friends of mine that combine card that sometimes it can be a pain to get everything working correctly. Personally I have always gone with saving up my $$$ to purchase 1 great card. I used to be a huge ATI fan even though I always ran Intel chips. But after many years of many problems dealing with ATI I switched to Nvidia. The card I run now I bought like at least 3 years ago. It is an Nvidia 250 with 1GB of GDDR3 ram. Even though it is old I can still run games like Battlefield 3, SW:TOR, and even Mass Effect 3 on 1440x900 resolution using Medium Medium-High options when it comes to Anti-Aliasing & stuff like that.

The absolute minimum graphics card required for the game is the GeForce GT 730 v2. It is recommended that you use a GeForce GTX 750 Ti. Anything better than that, of course, would also be okay.

Also remember that a graphics card isn't the only variable in being able to play a particular game. You need to look up the other requirements as well, because if you put a good graphics card into a computer that is too slow for the game, or which doesn't have enough RAM, etc. ... it won't do you any good.
