Since asking this question, I have found the answer.

The tailgate is secured by 3 shoulder bolts which are attached to the back side of the spoiler. These bolts can be removed by removing 3 nuts on the inside top of the tailgate using an 10 mm hex socket The center bolt is located behind a rubber grommet.

To install the tailgate, install the shoulder bolts in the three slotted areas on the back side of the spoiler. Insert the bolts through the holes in the tailgate and secure the nuts. There are three rubber cushions/washers that go between the spoiler and the tailgate.
