I haven't tries this with Windows 8, but with Windows 7 I downloaded the iCloud Control Center and am able to access Photo Stream from my PC that way, I can't imagine that not working on Windows 8. If you just need a few photos and need them fast, you can just [from your phone,] attach the photos you like to an email and send it to yourself and open that email up on your PC and download it that way. If neither of these methods work for you, try DropBox.
