This is not an issue of political correctness; what's important here is the ability to make distinctions between a child who has a specific learning disability and a child who has a globally diminished intellectual development. I should note that the typical WISC-IV reports given as examples by the test publisher run to several typewritten pages. It would not be appropriate to say that someone is mentally retarded without the benefit of the full professional report, period.

As to IQ tests being flawed, they are to some extent. But this comes down to communications. If you only speak French, and the tests are available only in English, for instance, the tests cannot be valid. And what if you don't speak at all? In order for IQ testing to occur, there has to be a fundamental commonality at the point of communication. If one cannot read or speak, one cannot take an IQ test, and so the quality of the child's education and inherent ability to learn manifest in (hopefully) this one category. But what else would one do? With no communication, intelligence, as humans define it, is not measurable.
So in conclusion, yes -- the tests are flawed. But try and find a way around that flaw! :}

There are a few circumstances, however, that can cause your IQ to change. Trauma to the head, senile dementia, and alzheimers could cause your IQ to drop significantly. Aging and lack of sleep may decrease your IQ, but the decrease isn't significant. It is very hard to raise your IQ significantly, but if you get proper food/sleep, eat foods that are good for your brain, stay healthy, and hang out with the smartest people you know, you can raise your IQ a few points.
