An IQ of 110 is slightly above average. The general median of IQ tests is around 100. 120 would be good and 130 very good. Only about .1% of people have and IQ above 150 and this is therefore generally accepted as a cutoff point for genious. To directly answer your question 110 is not what would be regarded as brilliant, but it is above average and therefore could be considered smart.
Lot of people claim that Einstein had an IQ of 180+. This is not true. The fact is that Einstein never took IQ test, hence his IQ is unknown. But Biographical study made later on suggested that his IQ might be in the range 160-180...

IQ is a statistic based on standard deviation, that is how far the subject is from the baseline (or average). Each standard deviation is granted 12 or 16 points depending on the test. A single standard deviation is 68.2% of the popuation, meaning 68.2% of people have within 12-16 IQ points of 100. 100 being the baseline average.
Assuming half fall above average and half fall below, this means that only 15.9% of the population has above a 112 or 116 IQ depending on the actual test scaling. So, in either case you are in the top 15.9% in regards to raw IQ.

IQ follows a normal distribution (bell curve) around the mean, usually 100. Since the normal distribution is horizontally aymptotic, technically a possibility exists for any IQ score. Therefore the concept of IQ is not like a test score even though IQs have to be obtained by taking multiple tests.

IQ remains constant with age. A 13 year old kid will be compaired against his peers. The maximum recorded ratio IQ till date is 228. From what I know, 16/13 X IQ should give you a rough estimate of a 13 year old kids IQ in an adult IQ test. Some good tests are at writing.com or afreeiqtest.com. True IQ tests take 30 mins to 4 hours or so and are generally advised to be carried out in an administered environment. There are some good books to measure the same. An IQ above 160 is exceptional ( rarer than 1 in 30,000 ) and an IQ above 145 is good, good enough to take up any profession or any course in any college. A person with 130 can do most things in life provided he tries really really hard, although 130 is the definition of a Genius. In my opinion, anything below 130 is nothing special.
