You cannot permanently delete Wi-Fi access from the iPod Touch, but you can turn it off. Go to your settings, and then to Wi-Fi, and then turn it off. If you wish to keep a lock code on it, then go to restrictions and restrict internet access as well as turning off the Wi-Fi.

Ewifi is a better wifi app with a more powerful distance. It is not available anymore because it uses private APIs that Apple doesn't approve, but if you jailbreak your iPod touch you can get the app off of Cydia for free. Another good Cydia wifi app is called WiFiFoFum.

You will only need a computer at first to set up the ipod because if it is new you have to plug it in and open itunes and configure it or it wont work. No it is not necessary after that though is helpful to get updates and apps. A wireless network is the other way to get apps without computer.
