There are a few reasons. One, you might not have equipped the ability or 'Auto Limit' to Jack Sparrow. Two, you might not have any MP to use, which means the MP bar is pink and reloading. Three, you have to use it manually, as in, go to one of the attack menus, select 'Limits', and then select 'Treasure Isle'. REMEMBER you can only use this if Jack isn't K.O'd or out of your party.
