Start by lifting the surround around the shifter up by putting a thin blade around the edge and lifting up.
Once that is out, undo the screws under the ash tray.

now take the air conditioning vents out at the top of the center console by putting a thin blade in around the top of the vents and levering.
There's two brass screws above and below the last parts, the stereo and the air conditioning controls. Remove them with a 10mm socket or similar and you're good to go.
First be sure to have it on, And on the 12volt setting (if selectable) Be sure to get a good grounding point, I.E, door hinge, Seat bolt, Batt ground, Then just touch the other end (Red) to the point your testing volts. Many ammeters are called multimeters because they are both ammeters (measuring current) and voltmeters (measuring voltage). many people make the mistake of setting the multimeter up such that it is reading voltage when they desire to read current.
When a voltmeter is hooked up in series with a circuit, the fuse within the voltmeter may break, sufficiently pissing off any lab instructor you may be working under.
This happened to me before. I wiggled it so much and still nothing. It only turns but doesn't come out. So, the reason it didn't come out was that the shifter wasn't completely in the Park position. Check if you have something small blocking the shifter to completely sit in the Park position. Maybe it's just gunk or even a coin. I had a Paris keychain lodged in. Anyway, I hope this helps!

Disconnect the battery before starting. The fuel pump is located behind the back seat not under the seat but where you rest your back. Take out the whole back seat which is held in by screws and and it is very easy to get to. You want to first detach the line from the fuel filter to make sure it's not a clogged filter. The filter is located in the rear in front of the left back tire behind a plate with about five srews.

If your 94 GS300 has high mileage as mine does check the following. If you have plenty of coolant, the belt has proper tension, the water pump isn't leaking, the hoses aren't leaking, then you may want to check to see if the pulley on your engines crankshaft has separated.
The harmonic balancer/ crankshaft pulley has been know to become defective on the GS300 after a ton of miles. My car reached the 350,000 miles mark before having trouble overheating. However, just looking at the belt and pulley spinning at normal idle with an untrained eye, you would not notice that for instance, the power steering pump pulley is rotating at a surprisingly low speed.
Take a socket and long handle ratchet or breaker bar and place it over the nut in the center of the crankshaft pulley. Allow handle to wedge up next to something sturdy; next, manually try to rotate the belt a few turns to see if the the nut in the crankshaft pulley rotates or not. If it does not then you have located the problem.
