If you want the liner under your top eyelashes pull up your eyelid so you can see the line look up and colour with eye liner, do this before applying the bottom layer. if you want it above your eyelashes on your eyelid, look down and keep one eye open.. pull ur eyelid down and try and keep the line straight when applying the eyeliner. it doesnt matter if it is a bit wiggly. smudged and smoky eye liner also looks great.

Your eye will not be permanently damaged in any way, but the sensation is not pleasant. Avoid using liquid liner on the lower lashline or on the upper or lower waterline. It is for the upper lash line outside of your waterline only. If you apply it only there, you should have nothing to worry about.
