A substitute for an eyeshadow base or primer is hard to find but what ive found what works well is either a regular face moisturizer/lotion or chap stick. A moisturizer/lotion works good for powder eyeshadow, while chapstick works better with cream eyeshadow or glitter. Okay, if I were you, I would paint two layers of hot pink on his finger nails and toe nails. Then, I would go over them with sparkly nail polish, and hide the remover.

And while your painting his nails (I'm guessing its for a prank) you should put makeup on him. Like, the whole package. Lipstick, lip gloss, blush, mascara, ect. And do it WELL. Make sure it's the water proof kind too. XD
