A diver needs a bcd to control where he is at in the water column. If a diver was to go in the water without one they would be relying only the buoyancy of there own body and the tanks which would make them negatively buoyant and that would take a lot of work to move around and stay off the bottom. It depends on the mission requirements - either Marine Force Recon units or Navy SEAL Teams can be sent ahead into enemy territory in advance of any main attack force. For amphibious operations, the beach landing and other assault zones are typically prepared by Naval and Marine Corps fighter/bomber / Helo attacks and missiles to clear out any "problem" areas prior to ground forces in numbers being introduced along with armored units.

Since the Navy and Marines are under the Department of the Navy, historically the lines of battle in certain areas have been blurred. However, when it comes to amphibious landings, Navy Coaxswains pilot landing craft with Marines if necessary, and Marine ground units take the offensive from there.
