Can a convicted felon get a contractors license IN NY?
The answer is: It depends on the felony charge. The NYS DMV will not issue a Dealer License for an "endless" number of reasons, but as far as a criminal FELONY conviction goes: No license will be issued for; but not limited to all Class A, B and many C Felonies: Auto Larceny, Insurance Fraud, crimes related to illegal sales of car parts or dismantling parts.
There are more reasons to deny a NYS Dealer's license that with certain felony convictions, excessive tickets resulting in Driver's license suspensions and or numerous registration suspensions (typically insurance related offenses)... The answer in short: depends on the felony conviction and or the other negative variables.

Where can you get a blank marriage certificate?
People often use the words "marriage license" and "marriage certificate" interchangeably and they aren't necessarily the same thing, so I'll give my best answer for both circumstances. Bear in mind that marriage laws, policies, and terminology vary not only from state to state but often from county to county within a state, so it's wise to check with the County first to see what is required.
If you are seeking a marriage LICENSE--that is, you are unmarried and wish to start the process of getting legally married--you'll usually obtain your marriage license from the County Clerk (or Recorder, or other County office) of the county where you'll be getting married. You may run into rules that require waiting periods, pre-marital counseling, ID restrictions, etc. so it's prudent to check out the requirements first so you can take the proper paperwork with you and obtain your license in time for your ceremony.
If you are seeking a marriage CERTIFICATE--usually the term used for the piece of paper that proves you got legally married--you should contact the County Clerk/Recorder in the county where the marriage took place. Here in California we also call the marriage certificate a "certified copy;" it's literally a copy of the signed marriage license on special paper with various serial numbers and fraud detection added. Usually these certificates aren't free, so you should check to see how much it will cost to order them, and how long it will take to obtain them.
Many County Clerk's offices have websites these days and usually the specific requirements for obtaining that county's licenses or certificates are posted there.
Hope that helps, and good luck!

Does the Georgia governor have the ability to grant a pardon?
No, that authority has been constitutionally vested in the Georgia State Board of Pardons and Paroles.
What happens if while on parole you violate the conditions and are ordered to a parole hearing?
This question is backward. It makes no sense. the time line is thus:
Offense > arrest > trial > conviction > sentencing > prison > parole > parole violation
A person would have to be granted parole, commit a new offense, be picked up, then released on bond, commit another new offense, and be taken back to prison for the second violation before being tried or sentenced on the first. In the event this should occur, no judgment, but that person should probably do a bit more time until he figures out he is traveling on a dead end.
Where do you report inmate neglect?
What is done about inmate neglect depends on the type of inmate neglect. "You do the crime, you serve the time." By law, the inmate was informed about the Federal Civil Rights law. He can send a description of his problems to a Federal Judge for free. He can write it out. If the Federal Judge thinks he has a problem, then the Federal Judge will appoint someone to investigate. Oh, so your friend was not paying any attention when they told him that? So your friend refuses to follow established procedures? No wonder he is in the clink!
Can convicted felon obtain Georgia cosmetology license?
According to the regulations, a person may obtain a license, after two years of the crime or the probation is completed I believe..its either or..might want to call state board in macon to find out the exact conditions. They (state board), make a decision based on each individual case.
This is one of the eternal questions, much like "What is the meaning of life?"
The problem is that there is no one answer. So many offenders who are seeking parole seem to believe that those who have gotten paroled somehow know the secret, that they have found the Holy Grail, discovered the Philosopher's Stone. But, the perspective of those who have been paroled is happy confusion more often than not.
Truth is, no one who has ever gotten paroled can tell you why. Not because they don't want to, but because they don't know.
It helps to "lay down." That is, play the game, do what is expected and follow the rules. Those who don't make waves, don't attract negative attention. Those who don't attract negative attention do not receive punitive actions. No negative marks on prison evaluations equates to "not a trouble maker" and "likely to be successful on supervised release."
Of course there are theories that focus on recidivism rates and the desire of prison authorities to keep censuses high for political reasons. Although recidivism rates for the least likely classes of offenders to repeat offenses tending to be those who are least likely paroled do nothing to support the premise, so some other phenomenon must be to blame.

How do you get a no contact order dropped with parole?
This is the advise I received from two lawyers. The parolee will have to file the administrative appeals. His spouse has to get as many references from counselors, prison guards, step children as possible. Next, send a letter clearly explaining why the condition is unfair, excessive, and is more detrimental to the parolee and his/her family than it is valuable to the public. Send this information to every newspaper, councilman, senator, assemblyman, etc. as possible. Make as much noise as you can before you go in front of the board of parole hearing. If you don't get any relief, your final hope is getting a lawyer and filing a writ of habeaus corpus.

What states allow ex felons to be police?
Well that all depends on Police Department Policy and if (Unlikely) any Laws made to restrict one directly from entering law Enforcement in their state. It is a well known fact in many states in the US many Police Officers have been Convicted of Domestic violence. Under Federal Law this is NOT Legal cause Federal Law doesn't allow anyone convicted of Domestic violence is Restricted own, have in Control, possess any firearms (or firearm parts) and ammunition. So Legally 'can' they in many cases no, but do they become Police Officers , yes. Typically these Police Convicts were convicted solely after not prior to becoming a Police Officer. In the true letter of that Statute. Both a Felon and a Restrictive Person (this case of Domestic Conviction(s) are the same person(s) by definition.
Same Federal Statute that also covers ones with Mental Diseases and/or disorders. They all are thrown into the 'restrictive person" category as well.
That carries a maximum of 10 Years Federally. Each person convicted under Federal Law has their sentence dictated by a point scale. Anything from the type of weapon, to whether or not is was loaded. Seemingly benign things such as if you were convicted and whether or not you went to jail can add or take away points.
Simply enter a 'not guilty' plea is an additional 2 or 3 points! So as you have read- it is a rather complex but yet clear cut answer. So i'll redo the question to fit the appropriate answer. What States Can Legally allow ex-felons to be Police? Answer:NONE
*Note: The same answer applies to those with State Pardons from their criminal past. The Federal Law I mentioned is very direct about one EVER been convicted. I know first hand people in Federal Prison even after passing the Federal & State background check have been convicted under the Federal statutes. When it was later discovered the person(s) had a pardon from their state conviction(s). The Federal District Attorney was quick in getting a Grand Jury Ready and the person(s) were both Indicted and CONVICTED under Federal Statutes.
