Where you apply cologne is purely preferential. Usually, cologne is applied directly onto skin using a spray bottle. Try not to exceed two sprays per application as you do not want to suffocate those around you. A spray or two on either wrists scent is enough to act as your "insurance" and "signature".
Personally, I like to apply a spray to my neck so that wherever I walk, I leave a subtle trail of scent behind me. This is very effective if you want people to notice that you just walked past.

I would suggest that you raid her current fragrances and note the brands and scents. If they are more floral, then choose a floral perfume; however, if they are strongly scented, then choose a strong-smelling perfume.
