The US has no punishment of banishment, nor would it allow someone else to banish people inside its jurisdiction.

No doubt even the attempt to pass such an act would be classed as a 'cruel and unusual punishment'.

It also raises questions of what is banishment and from what are people banished. If isolation is the intent then there needs to be some form of enforcement in place, which would require contact in some form, therefore the banishment is mute.

In addition existing borders are notoriously difficult to defend and police, creating more artificial ones would exacerbate the situation. People WALKED across the US, they can certainly walk away from an area they do not wish to be in.

There are many, many other things to take into consideration also.
