Yes, while Muhammad was the first to rule ALL the Arabs in the Arabian peninsula, there were many kings, emir, sheikhs (tribal elders), hakams (tribal arbitrators), and shuras (tribal councils) that ruled distinct parts of Arabia prior to Mohammed. Some were Jewish, like the Yemeni King Yusuf Dhu-Nawas, some were Christian, like the Chief of Najran Abdullah ibn ath-Thamir, but most were one of the several henotheistic cults that dominated Arabia.

The way this question is worded is incredibly vaguely and almost every single Islamic Reform movement has called for this. The difference between the Islamic Reform movements is how each of them believes that this protocol should be implemented. Different Answers stipulate different views.
Answer 1: Salafism
There are many scholars who called for returning to the genuine teachings of Islam without innovations; they are called the scholars of the Salaf Al Saleh (righteous predecessors); for the moment, I can think of Mohamed ibn Abdulwahab in the Arabian peninsula, Nassir al Deen al Albani in Syria/Jordan, al Bsheer al Ebraheemy in Algeria. There are also others in the other Islamic countries; I think it has to do with the Manhaj (methodology which is returning to the genuine teachings of Islam without innovations) rather than the personalities.
Answer 2: Liberal Islam
The reform movements of Tawfik Hamid and Tariq Fatah are those who truly wish to return to pure and simple understanding of Islam's teachings. Mohammed was a spiritual and tolerant man in addition to his legalistic leanings. Therefore, a proper interpretation of Islam should balance these two perspectives and Hamid and Fatah provide an Islam that is based on those teachings and not the the theocratic style of governance proposed by the Salafists, Wahhabists, or the Ayatollahs of Shi'a.
Note: Answer 4 is completely wrong about Israel supporting Wahhabism and Israel has denounced the Wahhabi Movement very sternly and considers most of its leaders to be terrorists due to the treatment they deem necessary for the Israelis (and for the organizations that they support financially and theologically). Further it is a farce that Wahhabism or American interference in Middle Eastern Affairs is the sole cause of regional conflict. The First Islamic Fitna during the Age of 'Ali and Mu'awiya occurred long before America. Repression of Mossavi Supporters occurred in Iran last year against American urging. Many problems faced by Muslims do bear an American footprint, but many more do not.

Salafists are the ones who are sniper-shooting Syrians and doing suicide-bombings around Syria and Iraq.
