The price of an electric bill in an economy size apartment in the East Texas area varies quite a bit. My personal charges on a 570 sq. ft. apartment in Dallas were around $65.00 last month (July). Nice Question !! Utilities means how many uses of water ,electricity and power in your daily routine's . utilities services are very costly .Every body wants lower utilities bills for their home and business.

If pipes are frozen no water can flow, so water meter shouldn't be registering anything.

But if pipes are frozen it's a good idea to turn the water off at the inlet. That way you have a chance to discover and leaks and damages when the pipes thaw w/o getting the whole place flooded.

It depends on the government and country. but technically, Yes, utility does include amusement parks and county fairs, because it is actually part of the public service. :D
