hey,

if you are not very high levelled and are f2p (free 2 play) i suggest starting out at rock bottom on cows just outside the main entrance of falador, (to the east) it is very quiet there :)

then advance onto something a little more challenging like guards for example and so on.

for p2p (pay to play) start out the same as f2p and then head to Relleka and start attacking rock crabs. they give 200xp per kill and are very low levelled, if you have lots of money and decide you want to get ranged up definitely buy a dwarf cannon!
