Apparently it can. Sun rash normally appears white northern European type skin,but I seem to get it anyway, and I have a Middle Eastern complexion. Treating is is really hard as it spreads, but I find that by keeping my skin oily in dry conditions spread is prevented. I also find that AC (or aeroplanes) after sun really triggers the rash.
