Some aliens are and some aren't. For example, aliens that are single cell organisms are unlikely to be smarter than we are. Aliens which are multi-celled organisms might be and might not be depending on their evolution and species type. By that I mean that even an alien at the top of his or her evolutionary scale might not be smarter as in the case with most animals. Then again some aliens who are continuing to evolve might be smarter than we are, as in the case of many WikiAnswers Supervisors and Mentors (myself not included).
If aliens discover us then there is a very high possibility that they are smarter than us. This would be a cause of worry for us. Look at our history. The civilization which discovered other civilisations ended up ruling the discovered civilization.
Since life on other planets has yet to be discovered, we really cannot answer this question.

Since we have never seen space aliens, there is no way to describe them.

The Bible is also rather vague at times and left to much interpretation. Some lines refer to angels that come out of the sky from a bright light and have the appearance of children. This could be interpreted to see that the greys standing a reportedly 4ft tall would seem like children to the witnesses.

Really I do not believe in the aliens because we would all probably be going crazy instead of just sitting here as if nothing even happened. People say there's been many UFO crashings and they also say they see aliens coming out of the UFO, but people has been saying that for many many years. I think we would all be going crazy right now if UFOS really did come to Earth. So therefore I believe they never have and never will come to our planet
There have been reported cases of human mutilation I believe. But If you took the time to do some research and find out that they mutilated more cows than people. But I did read that they have extracted reproductive fluids from humans. Also read that there no longer interested in cow mutilations and such, their just curious on what we do as a species. (Keep in mind this is thinking from "believer" perspective.)

the only way for aliens to live on Neptune is they have to be able to survive on a planet like neptune. it wouldn't be a very good choice unless the could live on a freezing and mostly gas planet.
