(If you haven't already, you should probably download the Steam Desktop Application) Open up Steam on your computer. And if you look to the tab "Library" (the second one from the left), give that a click. You will see the games that you bought. If you didn't download them when you bought them (or uninstalled them) they should be a dark grey, you click it and hit play. Then it will install it for you.

This I also stumbled on before. You have to browse the Steam Workshop for Team Fortress 2, or whatever game you play, then click subscribe on the thing you want. I'm quite sure the weapons *DONT* work on normal servers, you must use the Workshop Test Servers. Enjoy!
