Why does the US military still issue ration cards in Germany for tea?
I've been told that military and their dependents in Germany still get the ration cards because that part of the SOFA (Status of Forces Agreement) between Germany and the US stipulates that the military will pay US market prices for those items.
From my understanding, the US does not want to renegotiate the SOFA because the German government wants to eliminate the fuel ration and collect taxes on the gasoline used by US servicemembers. (There is probably an environmental angle as well, since the Germans are passionate about recycling and low-emissions vehicles and some Americans here drive huge gas-guzzlers)
The ration cards also include rations for hard liquor, tobacco and coffee. We've never come close to exceeding our rations of liquor and coffee, both of which we consume generous amounts. We don't smoke, so I don't know how large that ration is.
