To be legal for civil sales, an automatic weapon in the US must have been manufactured and NFA registered prior to the passage of the Firearm Owners Protection Act of 1986. Very few (if any) M4s were made available on the civil market by this time.

Military service members are bound by the exact same laws as any other member of the populace when it comes to purchasing personal firearms - there are no special privileges granted to military service members on these matters.

If they were able to get approved for and purchase a pre-NFA full auto AR-15 lower receiver, they could purchase an upper, carbine buffer tube, and collapsible stock and make into M4 configuration. But again, there are no privileges granted to military service members for purchasing personal firearms which aren't granted to the rest of the general public.

As a self employed taxpayer you are required to file your 1040 income tax return reporting all of the self employment gross income even if you do not receive a 1099-MISC from the payer of the money or services or whatever items you receive in exchange for your labor.

If you are a self employed taxpayer then you are responsible for all of your own FICA self employment taxes of 15.3% plus any income taxes on your net profit from your business operation at your marginal tax rate.

You will need to report that income, and any related expenses, on Form 1040, Schedule C, Profit or Loss from the Business operation, or you may qualify to use Form 1040, Schedule C-EZ, TO determine your Net Profit from the Business operation. You will also need to use the Form 1040, Schedule SE, Self Employment Tax form to compute and report your social security and Medicare tax on the net profit from the business operation.

I am of the opinion that each of us is responsible for his or her own actions. That is a very vague question if you are actually asking for legal advice, but as far as I know the US Army pre-screens recruits for mental health, and offers a variety of services to service members including access to psychologists, chaplains, and marriage counseling.

It's not the most likely thing to happen, but it can be done. There's the AGR (Active Guard and Reserve) route, although I don't really know how this works as far as AD points go.
