Do New Blue FX work on Windows Movie Maker?

You can't do that with Windows Live Movie Maker because the Narration feature is not available with that version of the program.
WMM (Windows Movie Maker) can't import .mov, .mp4 or .AVI files into the program. Files containing these file name extensions have to be converted to one of the extensions listed below before they can be imported into WMM:
.asf, .avi, dvr-ms, .m1v, .mp2, .mp2v, .mpe, .mpeg, .mpg, .mpv2, .wm, and .wmv
To convert the .mp4 file you have, you first need to download a 'video converter'. Free video converters are available online... Simply Google "Free video converters". I use Koyote Soft free Video Converter 1.3 myself because it is easy to use, free to download and is not a trial period evaluation. But, any video converter you download will work.
Once you have a video converter downloaded, use the program's browse feature to locate the .mp4 video you wish to convert. When it is in the conversion pane, choose an 'output source' you want to convert it to (one of the extensions mentioned above). Follow the conversion instructions.
When conversion is complete, you will be able to import and edit it in Windows Movie Maker.

But make sure you click on more options on the save movie screen and set it to 1000 KB or else the quality will be really poor.

Once you have the converter downloaded and installed, open it and locate the Kodak clip(s) you wish to convert. When the file(s) appear in the viewing pane, you will need to select an 'Output Format'. Make sure the output source is one of the formats listed above.
Next, click on the 'Output Path' and choose a destination to save the converted files.
(Note: the desktop is the best place to save converted video. You can always move it late on).
Click on Convert video. If the option is selected, you should see the actual video conversion process in the right-side viewing pane. If the conversion is successful, you will be able to import and edit the clip in Windows Movie Maker.
